Have you tried unwrapping a wire coat hanger and fishing him out? Yes, I know Orcas are mammals, but hey one word:plastic.

the partition is about 8ft high, I can't actually see over it, it would take a lot of coat hangers, and some pretty damn fine fishin.
what we thought was getting up there on a ladder, and using one of those big stick lasso things that dog catchers have, and getting him out that way.
Problem one, we don't have a step ladder
problem two, well...
our best bet is getting that door open, but knowing my life, i'll end up inside the head of some crazed indie film actor.

Let's see here, Okay this partition, is there an opening on either end? Cos you could sort of use a big stick to push him to freedom at one end.
Otherwise, talk to maintenence in your building, they may know the secret to the door (OMG! It's the secret hidey place of lost orcas!!) and getting it open.
Otherwise, try this: get a st of tongs, tape measuring sticks to them. get someone to hoist you up so you can see over the partition, use gigantic togs to pick up orca to safety.
I so need to go home. Work is getting to the point where I am coming up with Orca tongs to avoid working!

If the wire hanger doesn't work you can use a screw driver to prise open the door if the door is just sticky. If it's the lock I can tell you how to get past the lock, but you will have to promise me not to go breaking into your neighbor's flats for fun and profit.

Its like he's in a really tall bucket, but with a door at the bottom.
No fear, i'm going to smuggle a really big screwdriver in with me tomorrow and spend a few hours surrepticiusly prizing the door open.
one thought did occur to me today, how did those original goose jugglers stop the geese from flying away, or even -as a goose most certainly would -turning round and pecking them to death?
