my two cents regarding anger and aggression is as follows:
One can certainly be aggressive without being angry, take a deer hunter, he is most certainly aggressive against the deer, he can track it for long stretches and when he finds it he shoots and sometimes cut it's head off have it stuffed and mounted on a wall.
Should we infer that he hates the deer and/or is angry with it?
And one can be angry without being aggressive, I've been angry with someone without chasing them or hit them.
To sum up, Angry is an emotion and Aggressive is an action, and you can have one without the other.
Oh and most known Cannibalistic tribes found were not angry people but they were on occasion quite aggressive.(I'm thinking mostly about the New Guinea tribes when writing this)

That the Reavers haven't salvaged, or somehow synthesized, the Pax? They're not stupid, and they could have probably found a way to make more Pax from the Pax they already had. It may seem like a longshot, but it would explain a lot.
