Our hosting company had the following entry on their support page...
"Cogent is experiencing 2 fiber cuts in the north/southeast-US. The locations are: Between Houston and Tampa (Southeast) and Between Philidelpha and DC (Northeast). As a result we have seen about a 20-30% decrease in traffic. We will keep you updated as things develop."
So you aren't the only one having trouble. Please be patient and keep trying.
