With Iran, Donald Trump has done the impossible once more. In attacking that country in February, he went where his predecessors never dared, joining with Israel in a bid to overthrow or incapacitate the regime in Tehran. Having achieved neither, he appears to have accepted worse terms than he could have obtained through diplomacy. His war was a political albatross as well, garnering, at the start, less support from the public than any other major conflict in modern U.S. history.
Now the hawks who were exhilarated by Operation Epic Fury are apoplectic at Mr. Trump for ending the conflict. The doves won’t forgive him for starting it. Everyone is worse off and no one is happy: a fitting, extraordinary finish to a Trumpian war.
In its broad contours, however, the result is familiar, verging on routine. True to form, the United States launched a regime-change war in the Middle East. It targeted an adversary that members of both parties have long treated as a near-existential threat. And again, only faster this time, the effort came to grief. The question now is whether the cycle of ineffectual American intervention has been broken, or simply taken another turn. If the serial disasters of previous wars didn’t keep this one from happening, why would even the conspicuous failure of this one prevent the next?
It very well may not; the risk of renewed conflict looms. But in important respects this war is unlike any other, starting with the person who launched it. Mr. Trump was the hard-liners’ best hope. He took his best shot at Tehran and came up short.
The unnecessary, unjustified and unlawful war that followed convulsed the region, battered the global economy and exasperated the American public. And yet it may bequeath an accidental gift: a lasting aversion to military conflict with Iran and a chance to replace decades of failed policy with serious diplomacy.
The first factor is Mr. Trump himself. Barack Obama, who sought to engage Iran from the outset of his presidency, faced constant opposition from Republicans and many Democrats, wounding his nuclear deal. Mr. Trump tore it up three years later, and he has now become the instigator and loudest champion of a brutal war, the father of its failure and, one hopes, the bringer of peace. Think Nixon going to China — if Nixon had bombed China first.

1. Sanctions Waivers and Energy Concessions
On Monday, June 22, the U.S. Treasury Department issued a sweeping temporary suspension of core energy sanctions, representing the most substantial relaxation of U.S. economic restrictions on Tehran in decades.
• The 60 -Day Oil Waiver: The U.S. Treasury formally waived all existing sanctions blocking the production, delivery, and sale of crude oil, petroleum products, and petrochemical derivatives of Iranian origin. The waiver remains legally valid through August 21, 2026.
• Transaction and Service Clearing: The waiver explicitly clears necessary secondary infrastructure to facilitate these sales, including global banking transactions, maritime insurance, and international shipping services.
• U.S. Dollar Transactions: For the first time in decades, the terms of the waiver permit Iran to conduct these specific oil sales in U.S. dollars on global markets. The U.S. itself can now legally import Iranian crude for domestic use.
2. Frozen Asset Releases
The baseline mechanics for unlocking frozen Iranian foreign reserves were finalized during the Switzerland summit.
• The $12 Billion Tranche: Iran and the U.S. finalized an agreement to release $12 billion in frozen assets, a deal structured initially via Qatari backchannels. The text stipulates that the money will be released in two equal portions of $6 billion.
• The First $6 Billion: According to Iranian chief negotiator Mohammad Bagher Ghalibaf, the first $6 billion portion has been formally released from restriction.
Moreover, the Iranians are making it very clear that they retain the right to charge tolls, insurance premiums, happiness payments—whatever you want to call them —on shipping going through the Strait of Hormuz. Indeed, as a sign of their determination and success in this matter, they released a joint statement with Oman (which sits on the southern end of the Strait) in which the two states maintained that now they have the ability to control what happens in this waterway as their “sovereign” right.

The Islamic Republic of Iran and Oman, as the Coastal States of the Strait of Hormuz, reaffirm their commitment to the safe passage through the Strait, in line with applicable international law, while emphasising their sovereignty and sovereign rights over their territorial waters in the Strait of Hormuz. The two countries discussed matters relating to the Strait of Hormuz, in accordance with the provisions of the Islamabad Memorandum of Understanding….
All arrangements related to the Strait of Hormuz must fully respect the sovereignty and sovereign rights of the two Coastal States of the Strait.
It is worth noting that Oman is doing this. It used to be one of the most pro-western of the regional states, and now it is cooperating with Iran, very closely it seems.

“Everyone needs to know that management of the strait will never return to the way it was before,” said Iran’s chief negotiator, Mohammad Bagher Ghalibaf, during a visit to Oman on Tuesday to discuss the proposed arrangements with its neighbor across the waterway.

When the Iranian missiles and drones came for the nerve center of America’s naval operations in the Middle East, some of them hit their mark.
The U.S. Navy base in Bahrain was repeatedly targeted between late February and June. Strikes that got through caused extensive damage, according to a Wall Street Journal analysis of satellite imagery, social-media footage and interviews with current and former servicemembers—damage that the Pentagon hasn’t publicly acknowledged. Hit hard were the command headquarters and at least a dozen other buildings, along with two satellite communications terminals.
The military said no one was killed at the base, known as Naval Support Activity Bahrain, and that the strikes didn’t significantly impact operations. The U.S. evacuated most personnel but has kept a small staff on the ground.
Over the course of the war, “Centcom rightfully prioritized the protection of people over buildings, and our strategy of protecting people worked. Iran shot more than 8,000 missiles and drones and only two hits resulted in U.S. fatalities,” said Capt. Tim Hawkins, a spokesman for U.S. Central Command, which oversees U.S. forces in the Middle East. Hawkins also said the U.S. military inflicted far more damage to Iran than it received, with the U.S. striking more than 13,500 targets.
The extensive damage done to America’s sole naval base in the Middle East—along with hits to at least 20 U.S. sites across the region, including military installations and diplomatic facilities—has the U.S. re-evaluating its entire footprint in the region, according to U.S. officials familiar with the deliberations.
The military is now considering revamping the base in Bahrain, reducing the U.S. presence in Kuwait and Saudi Arabia and moving some bases or base functions west, farther from the reach of Iranian missiles and drones, according to the officials familiar with the deliberations.
Structures that were attacked may not be rebuilt. Command and control nodes could be moved underground. And military capabilities could become more spread out across the region, the officials said, though they cautioned that no decisions had been made.
Israel is one of the locations being considered for basing, according to two of the officials. The country hosted dozens of U.S. aircraft, including jet fighters and refueling planes, during the war.

I think Iran is divided. The President (Pezeshkian) was elected before Israel and the USA attacked in February. He probably represents businessmen who want to stay in the USD system and do business, and (at the time) younger people who wanted social liberalization. Altho after having been attacked by us IDK how pro-American they are ATM. Anyway, all that was settled with some pro forma strikes by Iran.
The IRGC is hardcore nationalist.
After our second attack, when we decapitated a lot of the leadership and killed a bunch of schoolgirls, Iran decimated a number of our ME bases and became very selective letting ships out ("closed the Straits“). At that point they realized their leverage.
China has been advocating making nice to America bc even if they have a large oil reserve, if the rest of the world crashes China's markets go away
Russia OTOH, with years of dealing with Trump's dishonesty, playing at making agreements to buy time while seeking leverage was advising Iran not to negotiate.
Pezeshkian did go for the MOU. Ayatollah Kahmeini basically told Pezeshkian “If this doesn't work, it's on you“.
Unfortunately the MOU required Israel to stop attacking Lebanon, giving Trump a good proxy to salami slice his way out of the MOU anyway. Once the IRGC realized what a bad deal they got, it looks like they decided to provoke the war over again.
I think this is over when Iran,or more specifically the IRGC, says it is.
