Gawd you're pathetic. It's a non-binding act establishing a referendum for Puerto Rico’s legal status. Many of them don't even WANT stathood!

Luis Fortuño (who is allied to the Republicans) advocated for the act last year.

He said the measure presented by Puerto Rico’s non-voting representative to Congress, Pedro Pierluisi, provides for a “just and impartial” process, without taking a position in favor of or against the options on the table.

We conquered Hawaii; Eventually we made it a state. We "conquered" Puerto Rico; they've got a right to choose whether to be a state or not. What's the difference?
