The Heritage Foundation Shows How MAGA Will Die
Even corrupt institutions can reach a tipping point

I have never, to put it mildly, been a fan of the Heritage Foundation. Ever since I started paying attention to Heritage’s work — which I started doing when I began writing for The New York Times, 26 years ago — the foundation has been a propaganda shop pretending to be a think tank, a producer of dishonest “research” purporting to justify a right-wing agenda of deregulation, dismantling the social safety net, and tax cuts for the rich. I wrote at length about Heritage’s deplorable record back in November.
Still, Heritage could have been worse. And sure enough, it has gotten worse in recent months, with Kevin Roberts, the foundation’s president — and the architect of Project 2025 — making it clear that he’s fine with white nationalist antisemites like Nick Fuentes.
And a funny thing has happened. It turns out that even at a fundamentally corrupt institution like Heritage there are lines you can’t cross. Suddenly, Heritage is experiencing a mass exodus of staff. In the latest wave of departures, more than a dozen staffers left to join an organization led by former Vice President Mike Pence. Heritage is, essentially, losing everyone who is even marginally competent or has any kind of reputation to protect.
My guess is that there have long been many people at Heritage who were privately disgusted at what the organization had become. I never said they were stupid. But they lacked the courage to leave until they saw their colleagues jumping ship. Then there was a mass rush for the exit.
Roberts may imagine that he and Heritage can ride out this storm, but I don’t believe they can.
Heritage has never been a source of credible research, but its role in the conservative movement has been to provide an intellectual gloss by producing what looked to the gullible — i.e., many people in the news media — like credible research. For example, back in 2002 David Broder, widely described as “the dean of the Washington press corps,” praised Heritage for its “intellectual honesty.” That was foolish even then, but I don’t think anyone would say that now.
But now that its illusion of credibility is gone, what is Heritage good for? It’s not as if MAGA wants to see any genuine policy research, or as if a hollowed-out Heritage would be capable of doing such research even if it tried.
Pence may imagine that his nonprofit, Advancing American Freedom, can take over the role that Heritage used to fill. If so, I believe that he’s wrong, at least as long as MAGA rules the American right. Donald Trump has no use for expertise, or even the illusion of expertise, and whoever comes next is unlikely to feel differently.
But MAGA’s rule may not last forever. Indeed, while I may be making too much of the demise of one organization, I see Heritage’s fall as a preview of how MAGA as a political movement will eventually implode.
For white Christian nationalism — which is now clearly MAGA’s essence — remains very much a minority position. Here are PRRI’s estimates for 2023:
Extremists have been able to gain so much power only thanks to support from ordinary conservatives. In the past it was largely about greed: people who wanted right-wing economic policies promoted Christian nationalists because they thought they could use them. Indeed, the creation of the Heritage Foundation and the creation of the Federalist Society — which stuffed the courts with ultra-religious judges, because secular conservatives had in the past turned moderate once on the bench — were part of the same power grab.

The New York Times reports:
Even after Elon Musk’s bureaucracy-shrinking initiative upended agencies across the government, an analysis by The New York Times found it misstated its claims of large savings and failed to reduce federal spending.
And many current and former officials and people who routinely interact with the federal government say that it is far less efficient and less dependable in the services it provides to the American public.
Take the Agriculture Department, which lost 20,000 workers, nearly one-fifth of its staff.
Many farmers have found they cannot get critical information about the grants and conservation projects they had incorporated into their business plans, said Wes Gillingham, a farmer in upstate New York and the president of the Northeast Organic Farming Association. Just getting routine support from the agency is difficult because often there is no one in the regional office to answer the phone, he added.
“We’re just going to see a huge amount of farms going out of business this year because of the mayhem,” he said.
Among the other changes: The government’s most comprehensive system for tracking food-borne illnesses has been scaled back. It has canceled programs to deter young people from using tobacco, the leading cause of cancer. It curtailed research into cancer, as well as Alzheimer’s disease and workplace safety.
As of September, the government no longer issues reports about nationwide food insecurity, even as the problem is currently on the rise. The federal housing agency is doing less work enforcing fair housing laws. And in one of the biggest moves, the Trump administration dismantled the U.S. Agency for International Development, cutting off foreign aid around the globe.
“It’s a disaster,” said Max Stier, the chief executive of the Partnership for Public Service, a nonprofit group that promotes an effective federal work force. “It’s the single largest loss of capacity to keep us safe and to promote the public good that we’ve had in our history, by far and away, and it is for no purpose.”

Officials for the National Links Trust said $8.5 million had gone toward capital improvements at the courses and that rounds played and revenue had more than doubled in their tenure managing the courses.

Elsewhere, the administration has slashed environmental regulations, withdrawn from a major international climate agreement, undermined renewable energy, and worked to encourage oil and gas drilling on public land. It has discarded key civil-rights-enforcement methods, dismantled anything that might be construed as DEI, and set the agenda for aggressive immigration policies, not just closing the border to many foreign nationals and deporting unauthorized immigrants but also cracking down on valid-visa holders and seeking to denaturalize citizens.
This is not small-government conservatism—it’s an effort to concentrate federal power and turn it into a political weapon. . . .
For decades, American conservatives have argued for restraints on government, in part out of fear of how progressives have used power to enact their policies. Project 2025 threw that out, embracing right-wing big government. Its unpopular ideas are one reason that Republicans are facing a daunting election environment in 2026 and perhaps 2028. If Project 2025’s authors felt, as Russell Vought once said, that America was “in the late stages of a complete Marxist takeover” before Trump returned to office, they may find the situation even more apocalyptic if a Democrat wins the presidency in 2028—and inherits the sweeping powers they have handed to the White House.

An immediate death sentence without trial for speedboaters
The U.S. military said Wednesday it struck five alleged drug-smuggling boats over two days, killing a total of eight people while others jumped overboard and may have survived. Southern Command said it immediately notified the U.S. Coast Guard to activate search and rescue efforts. Southern Command's statement did not say whether those who jumped off the boats were rescued.
Calling in the Coast Guard is notable because the U.S. military drew heavy scrutiny after U.S. forces killed the survivors of an attack in early September with a follow-up strike to their disabled boat. Some Republican lawmakers say the follow-up strike was legal.
The latest attacks bring the total number of known boat strikes to 35 and the number of people killed to at least 115.

Total fines levied against companies for what the FT calls “dirty money” offenses came to a little less than $1.7 billion as of Dec. 19, the report said, citing data from compliance software provider Fenergo. Last year, that figure was $4.3 billion.
In his second term, the report added, President Donald Trump has directed financial regulators to adopt a more business-friendly stance. Since then, these watchdogs have pulled back from several investigations, including those involving cryptocurrency companies.
This decline in fines for violations of sanctions, terror finance and anti-money laundering (AML) rules came in tandem with an increase in such penalties elsewhere in the world, the FT said.

President Trump’s latest round of higher taxes on imports went into effect on Aug. 7, and the 40 countries with which the U.S. runs a trade deficit now face a 15 percent rate. While trade and tariffs have been a dominant economic policy issue since Trump took office in January, one related domain has been completely overlooked: the connection between high tariffs and trade-based money laundering, which disguises the proceeds of crime through the use of trade transactions in an attempt to legitimize their illicit origins.
Some sources estimate that trade-based money laundering could account for as much as $1.6 trillion of the total amount laundered globally each year. In a study cited by the Financial Action Task Force, trade mis-invoicing accounted for roughly 80 percent of illicit financial flows in developing countries.
The relationship between tariffs and money laundering represents one of the most complex challenges facing global trade and financial systems today. As tariff rates increase, so too does the incentive for both legitimate businesses and criminal organizations to engage in customs fraud and trade-based money laundering. This symbiotic relationship creates a dual threat: higher tariffs directly incentivize evasion schemes, while these same schemes provide convenient vehicles for laundering illicit proceeds from other criminal activities.
Simply stated, the fundamental relationship between tariffs and financial crime is straightforward: High tariffs create greater incentives to cheat.
