Advocates Warn of ‘Forced Labor’ Camp for Homeless People in Utah Designed to Enforce Trump Order
An advocate for the National Homelessness Law Center warned that the 1,300-bed facility could be a “pilot” to put homeless people into similar conditions to Florida’s “Alligator Alcatraz.”
As far back as 2023, Trump has proposed using “large parcels of inexpensive land” to set up “tent cities” or camps for homeless people, coupled with a pledge to use “every tool, lever, and authority” to clear encampments from city streets. On the podcast Invisible People, which focuses on homelessness in America, Eric Tars of the National Homelessness Law Center said Utah’s new facility could be a “pilot program” for that effort around the country.

When Donald Trump moved on his first day back in office to strip birthright citizenship from children born in the U.S. to some immigrant parents, U.S. District Judge John Coughenour called the newly inaugurated president a threat to the rule of law.
Days after Trump mass-pardoned Jan. 6 defendants who attacked the Capitol, U.S. District Judge Royce Lamberth warned that for the first time in his career, “meritless justifications of criminal activity have gone mainstream.”
And in September, U.S. District Judge William Young warned that Trump’s crackdown on pro-Palestinian immigrants studying at U.S. universities “poses a great threat to Americans’ freedom of speech.”
In a year full of judicial rebukes for the president — often followed by vindication for Trump at the Supreme Court — these judges’ fierce and direct assessments of the president have stood out. But there’s more than lofty rhetoric that binds them. All were appointed to the bench decades ago by the same president: Ronald Reagan.
Now a fourth member of the Reagan-era fraternity has joined them: U.S. District Judge Mark Wolf, who took the bench in Massachusetts 40 years ago on the same day as Young. Wolf resigned his senior judgeship last week with the sole purpose of speaking out against what he sees as Trump’s incursion on the rule of law and the high court’s acquiescence to it.
It’s not an accident. Not only do these Reagan-appointed judges wield their seniority as a weapon, but their legal and judicial careers were all forged in the embers of Watergate, when a president’s assertion of vast, unprecedented power threatened to topple the justice system. They all worked and clerked for attorneys and judges tasked with rebuilding confidence in the federal government after Richard Nixon’s resignation and saw in it a vindication of principled appeals to impartial justice.
In a wide-ranging interview with POLITICO, Wolf said his own upbringing as a public corruption prosecutor during that moment of rebuilding is what has contributed to his alarm today. He sees echoes of that era in Trump’s second term but is worried that Americans — who would not have tolerated such behavior in the Watergate era, he says — may be too conditioned to view the world through partisan lenses to respond similarly today.

Republicans consider rolling back safety rules aimed at chemical hubs like Houston's

Nine years after Congress reached a landmark deal to limit Americans' exposure to toxic chemicals in places like the Houston Ship Channel, the Trump administration and Republicans in Congress are moving to loosen what had once been bipartisan regulations on chemical plants.
The Trump administration has undertaken a series of administrative actions this year to weaken EPA's oversight of the industry. Now Congress is weighing a rollback of 2016 legislation that amended the Toxic Substances Control Act — the landmark 1976 law that put limits on the distribution of toxic chemicals including PCBs, lead and radon.
Republicans have yet to release a draft bill, but at an industry event in Washington last month Lynn Dekleva, deputy assistant administrator of EPA's Office of Chemical Safety and Pollution Prevention and a former senior director at the American Chemistry Council, which lobbies for the industry, said House legislation she'd seen was "pretty radical," according to the news site Inside EPA.
She didn't go into details but derided the 2016 legislation as "a freight train."
"Some sections I want to blow up, but that's not for me to say," she said.
The unwinding of chemical standards pose a risk to communities surrounding Houston's petrochemical plants along the ship channel, which an EPA report last year showed have long suffered from elevated rates of asthma, cancer and other disease.
The 2016 reforms were supposed to reduce those communities' exposure to some of the most dangerous chemicals.
For instance, the Oxy Vinyls plant in La Porte, produces tetrachloroethylene, a known carcinogen that also causes neurological disorders, which the EPA ordered to be phased out last year, according to data collected by the Environmental Defense Fund. And Exxon Mobil's chemical plant in Baytown produces 1,3-Butadiene, a chemical used to make synthetic rubber and plastics that EPA scientists said in a draft appraisal last year presented "an unreasonable risk of injury to human health for workers and the general population (including fence line communities)."
"You have chemical plants and lots of freeways built around houses and playgrounds," said Inyang Uwak, research and policy director at Air Alliance Houston, an environmental group. "They're being exposed to a variety of compounds, and they all have different health impacts. If it's butadiene, it's the kidneys or non-Hodgkin’s lymphoma. If it's benzene, I look for leukemia."
Earlier this year President Donald Trump issued an executive order rolling back tougher emissions standards for petrochemical plants like those that line the Texas and Louisiana Gulf Coasts. And EPA Administrator Lee Zeldin proposed last month to limit that agency's ability to declare a chemical of "unreasonable risk," which typically results in limits or prohibitions on a chemical's uses to limit exposure.
The moves come amid pushback from chemical companies over the 2016 changes, which they say have resulted in long delays in chemical approvals and made them less competitive against overseas rivals.
John Huntsman, CEO of the Houston chemical company Huntsman Corp., derided U.S. chemical safety laws at a Senate hearing last month as taking "an overly conservative approach, not based on real world risks."
"This has led to unnecessary bans and highly restrictive regulations that are well outside the range of the rest of the world," he said.
