I find it instructive that western media doesn't quote Merkel in full on this topic, but only discusses it disjointed and in snippets, not allowing the full context to be analyzed. Every quote, however, clearly says that Germany had not come up to the 2% spending mark on NATO, and that Minsk gave Ukraine "time".
