I have kept thinking that poster is one I've seen before. Finally sussed it out.
Mad Magazine used to feature Alfred E. Neumen on the cover, in various costumes - now called cosplay. this new poster is a copy of that cartoon.

the DC Universe is fictional while the USA or America and its government exists in DC the Universe is mostly cartoon make-believe, Marvel has sometimes created more grounded places for example New York City is a real place in Marvel comicbooks. In DC toons it has fictional places Metropolis, Gotham etc it could be almost any part of the world Latin America, the Middle East, North Africa, the Stans in Asia, it looks 'warm' and lots of sand and desert if we go by names and looks of people one bunch of them sound more Russia Soviet with Boravia name invading the smaller neighboring country of Jarhanpur which might sound a bit Pakistani, they use the terms sounding like India "Gurkha" to describe the bad dictator President but you can not say it is an exact people or race or country because it is fiction.
Nowhere does it call the leader Isaac, Moshe or Yitzhak or Golda Meir or Ehud or Shimon or Netanyahu I dont see a blue Star-of-David on anyone's head and I dont see how its 'Israel'
the Superman story isnt really that original its basically Moses in the Basket but added in a mix of the Man of Bronze with his 'Fortress of Solitude' the mysteries of Doc Savage and throw in a little of John Carter Warlord of Mars a guy who gets super-powers has enhanced agility, super strength, super jumps by moving to another planet.
Jerry Siegel and Joe Shuster would have been aware of the other pulp magazine, short story, comic strip writers of that time.
