Bizarrely, silly people want a confession of guilt from evil ones, such as Trump and Putin, before choosing to punish malfeasance. Can't get a confession? Can't punish. That's why prosecutors offer reduced sentences to criminals to get a confession and avoid a trial. Either a confession or else a jury has to have evidence pounded into their thick skulls for weeks before coming to a guilty verdict. The entire jury gets tortured by the prosecution to persuade the idiots on the jury to vote guilty.
