Word should be gotten to Nixon that if Thieu meets the same fate as Diem, the word will go out to the nations of the world that it may be dangerous to be America's enemy, but to be America's friend is fatal.
Kissinger said this in late November 1968 after Nixon was elected president, but before Nixon was inaugurated.
It wasn't a public statement, just a statement to William F. Buckley Jr. in a phone call, with Buckley taking notes, so it isn't verifiable beyond Buckley (author of United Nations Journal: A Delegate's Odyssey).

My translation of Trump’s dumb "deal":
1. There is a fund. The US share of the fund will be "to the extent permissible under applicable United States laws." Details will come later in a Fund Agreement.
2. The fund will collect money contributed to the fund.
3. Ukraine will contribute to the fund 50% of all money earned from mining of natural resources.
4. The US supports a prosperous Ukraine.
5. The fund will invest in Ukranian projects, mainly mineral extraction.
6. Ukraine won't sign any deals that encumber the fund.
7. The fund is commercial in nature.
8. The Fund Agreement will ensure the fund can't evade sanctions.
9. The Fund Agreement will be developed soon.
10. This agreement will be part of lasting peace.
11. This agreement is binding.
The US gets nothing out of this. Some unspecified share of an investment fund that may or not ever be profitable, I guess. It doesn't seem to be much of a deal.
