If it weren't for the "MMO" qualifier, that would be quite the subjective list, strictly geared toward modern games and the audience who plays them, to the exclusion of everyone else. I have a feeling that if all other things were the same but the title was "The Top 5 Most Engaging NPCs Ever", the list given wouldn't look all that much different.
There's plenty of great examples of engaging NPC characters to be had dating all the way back to the 90's. The further back you go though, the one thing somebody would have to keep in mind is that it took a lot less in the early days to be "engaged" compared to what today's extremely jaded audience requires for engagement after all of the various media they've been bombarded with all of their lives.
Though certain young people would be able to empathize enough to understand this concept, this is something that probably can't truly be understood unless somebody lived while the evolution of video games played out.

Just saying, for example, that I bet a lot of older gamers would argue that the NPCs in Final Fantasy 7 were far more engaging than anything Final Fantasy XIV Online had to offer. But the person who wrote this article may very well not have even been born when that game was first released and their only exposure to it was one of the remasters they did decades later. And possibly only after they'd been exposed to several more modern titles in the series, and in the RPG genre in general. There experience with the title would have been entirely different than those who first played Final Fantasy VII in the late 90s. To many at that time, Final Fantasy was their first ever Role Playing Game experience and they still think of that game in adulthood even if they don't really have time to play games anymore. It was the transition from 2D to 3D for the series. It was also packed with a great story and characters that for many stand out among all of the other titles in the series over the years.
I knew that feeling very early on. I grew up and played the very first Final Fantasy which blew my young mind at the time. The NPCs in that were little more than blobs on the screen that abstractly resembled various other human beings with very short text bubbles above them giving you exposition for the very basic story.
Try to show a 12 year old boy the orignal Final Fantasy and watch them laugh at it now. But when I first played both the first Final Fantasy and the first Dragon Warrior, all we had before that were stick figures on our Atari sets at home and about 10 seconds of dialogue if we were lucky in the intro to the most modern arcade machines of the day.
Those simple human-looking figures that had various clones all over the world in every city due to the severe limitations of technology at the time and their 2 sentences of dialogue potentially telling you where you had to go and what you had to do next were not only important interactions, but were the first experience I'd ever had interacting with a virtual world that existed separate from my own.
Of course, objectively, there would be no characters in the 1986 Final Fantasy that would be 1/1000th as engaging as even the most poorly fleshed out character in Final Fantasy XIV Online... but answering that question really is a vibe type of thing and how you reacted at the time.
There probably aren't too many people who would actually be qualified to write an article called "The Top 5 Most Engaging NPCs".
And I wouldn't be one of them either because somewhere along the way I stopped playing new games. I couldn't be impartial.
Who among us started playing games in the late days of the Atari and is still playing them avidly, without any real serious break in between?
