The Social Security/Medicare example too complicated for you? Here is an extremely simple example of Congress being unable to decide. Congress has been unable to declare war since 1942. That is something only Congress can do, but it has not been able to do it since ten years before I was born. Congressmen don't want to make the decision, so they stopped doing it.

Every problem the USA has comes back to Congress being unable to decide. It has made decisions in the past: When JFK dropped dead, that worthless bastard who lost the Vietnam War by flippantly approving the assassination of Vietnam's President, replacement President LBJ, who was extremely familiar with how Congress malfunctions, was able to pass legislation that should have been passed when FDR was President. But Congress only stayed cooperative for the first hundred days of LBJ's Presidency. Then Congressmen went right back to being stupid and obstinate jackasses who avoid responsibility because making decisions makes reelection more difficult.
