This is one issue that doesn't matter whether Trump wins or loses.
As I said before, the USA will never have a single year that it runs less than a $1 Trillion deficit, let alone a balanced budget. Or a surplus 
It's impossible now. We spend over $1 Trillion per year on interest alone and that just will just keep growing.
Most people can't even fathom what $1 Trillion per year even is. And we buy NOTHING with it.

I thought the topic was "balanced budget". Federal debt has been an ongoing problem for years. DECADES. Getting towards a century, even.
And moving towards a balanced budget can be started ANY year, provided there are no emergencies like the GFC, or Covid, or WWIII.
So why focus on a particular year?
To blame Congress, of that year?
To blame the President of that year?
Is it to point out that there seems to be an inescapble trend towards overspending, which always soaks up more than the revenue, no matter how how high?
To try to "logic trap" me to acknowledge... something? (I freely acknowledge that we have a huge debt problem, at all levels of society and government.)
To lay the foundation for your solution?
