As a well-known historic example, good old Senator Joseph McCarthy, famous for McCarthyism, could do the same, over and over, without ever being charged with any crime. The only thing that stopped McCarthy was he died from alcoholism. Good riddance, but everybody showed up for his funeral like he was a great man. Mostly, McCarthy's harmful behavior was slowed down toward the end of his life by alcohol. Nobody punched that dumb motherfucker for what he was doing or even took action to slow him down. His alcoholic dementia was the thing keeping McCarthy within some kind of bounds.
It was absolutely no surprise that McCarthy's lawyer, Roy Cohn, became Trump's mentor and lawyer.
