I worked in government for many years. Through four CEOs and many Directors. Most of the people I worked with were honest, hard-working staffers who tried to do a good professional/engineering/scientific job. They say that changing the leadership doesn't make a difference to "corporate culture" (or, in this case, bureaucratic culture) but it does. Once a crooked CEO was booted out, people were free to do a better job.

The FBI is just another example of something that was told to the public would be temporary, was never intended to be temporary by TPTB, and has now been a fixture for so long that most adults don't even know that it was supposed to be temporary.
