Coal-fired electricity forecast to rise in the U.S. for first time in seven years

Natural gas emits almost 50% less carbon dioxide than coal. As natural-gas prices surge, coal-fired generation in the U.S. is set to increase for the first time in seven years, a government forecast finds.

The U.S. Energy Information Agency (EIA) said coal-fired generation will jump 22% this year. The EIA notes that in many parts of the country, power plans choose between the two sources, coal or gas.

The year-to-date delivered cost of natural gas to U.S. power plants has averaged $4.93 per million British thermal units, more than double last year’s price, the EIA said.

That said, the EIA pointed out the power sector has retired about 30% of its coal plant generation capacity since 2010. No new coal-fired power capacity has come online since 2013. The EIA said coal-fired generation will probably drop 5% next year.

Why are domestic prices for natural gas increasing?
Because U.S. exports of LNG are establishing a record high this year, and a new record high is anticipated for next year. EIA epects LNG exports to average 9.7 billion cubic feet per day (Bcf/d) this year (3.2 Bcf/d more than the 2020 record high of 6.5 Bcf/d) and to exceed annual pipeline exports of natural gas for the first time. The year-on-year increase in LNG exports coincides with slight growth in U.S. natural gas production. U.S. dry natural gas production is expected to average 92.6 Bcf/d this year, which is 1.1 Bcf/d more than in 2020 but 0.3 Bcf/d less than in 2019.

Because U.S. LNG exports have grown faster than domestic natural gas production, inventories are lower than average. As of the end of September, EIA estimates that total U.S. natural gas inventories are 5.5% below the five-year (2016–2020) average. EIA forecasts that U.S. inventories of natural gas will begin the winter heating season on November 1 at 3,572 Bcf, or 4.8% below the five-year average. Lower U.S. inventories could contribute to more natural gas price volatility, particularly if any area in the United States experiences a severe cold snap, which makes the price outlook for this winter very uncertain.

There appear to be 49 senators in the party ready and eager to act aggressively on climate change, but circumstances have somehow conspired to put the 50th vote in the hands of Manchin, who does not merely hail from a state where the fossil fuel industry dominates the political landscape, but who has in fact earned a fortune from the family coal brokerage he founded back in the 1980s, which is now run by his son. Last year alone, he pulled in almost $492,000 in dividends from his stake. It’s the kind of bitter historical irony that seems too hackish for fiction—the literal coal peddler somehow ends up in charge of the planet’s fate!—a detail that I imagine decades from now will make Americans pause while reading about this era and simply go, “Oh, come the hell on.”

But on the other hand, at least he isn’t a Republican. Through the sheer miracle of holding his seat in a deep red state, Manchin is at least giving Democrats the chance to try and deal with our warming planet. He’s keeping the door open on the issue—asked recently if he would support any sort of major climate action, he told reporters: “My God, absolutely. Criminy”—and if Manchin is willing to go along with a major tax credit program, it will be on the rest of the party to decide whether they can live with two-thirds of a loaf. “The thing that I’m fearful about is if progressives say now that Manchin’s killed the CEPP, the whole thing’s going to die, because we can’t support this,” Resources for the Future’s Hafstead told me. “What I don’t want to see, what I hope not to see, is that everything gets taken off the table because this one piece of the puzzle gets taken away.” Compromising with a human chimney might be painful, but there’s still a chance to do vast amounts of good.

Carter didn’t tone things down when he delivered the speech to television cameras. He exclaimed that “all the legislation in the world can’t fix what’s wrong with America,” suggesting that this was a moral as much as an energy crisis the nation faced. Carter worried openly that Americans defined themselves “no longer … by what one does, but by what one owns.” And then he added this zinger, “We’ve learned that piling up material goods cannot fill the emptiness of lives which have no confidence or purpose.”
