While Nixon was President, Congress decided that half of Nixon's fortune, accumulated over decades, was owed as back taxes. Nixon paid. Trump, on the other hand, didn't pay what he owed from the 8 years before being elected and didn't pay anything while he was President. Nixon's obvious tax cheating had Policy Implications back when Nixon was President and the same implications were true while Trump was President:
The power of the office in overseeing the administration of the tax system puts the president in a position of potential conflict of interest; the president can reduce his own taxes by fraudulent means and put pressure on the IRS, which may lack the will to properly audit the president. Confidentiality of tax returns enabled the conflict of interest to develop into abuse. 1kiki, go ahead and read "President Nixon's Troublesome Tax Returns" for how Congress handled Nixon. Congress back in the 70's directly looked at Nixon's tax returns without assuming Nixon was "innocent". It was not left to the extremely slow court system to decide how much Nixon owed.

"President Nixon's Troublesome Tax Returns" is less disturbing than President Trump's Troublesome Tax Returns, because under Trump the richest Americans decided that they could do as Trump did and NOT PAY ABOUT $1 TRILLION PER YEAR WHILE TRUMP WAS PRESIDENT. Nobody famous has been charged with a crime, but somebody is not "innocent" when $4 trillion is not paid, 1kiki. Those other billionaires won't pay if they see Trump doesn't have to pay after he is out of office. They are all "innocent" and they are all not paying, same as Trump.

The shortest version of the article you don't understand goes like this:
1. There was a hint that Nixon cheated on his taxes.
2. Republicans in Congress audited Nixon's tax returns out of concern that Nixon's cheating would encourage other tax payers to cheat as Nixon was possibly doing.
3. Congress discovered Nixon did cheat.
4. Republicans threatened to remove Nixon from office if he did not pay. The Republicans wanted other tax payers to know cheating by even the President was NOT tolerated.
5. Nixon paid because the alternative was to be kicked out of office.
Here is the part 1kiki really can't understand. I expect 1kiki will once again write "innocent until proven guilty":
In the case of Trump's blatant tax cheating, Republicans did nothing. Congressional Republicans have the power to stop a President from cheating. Federal courts don't have the power to stop a President from cheating or anything else. Even after a President leaves office, Federal courts are almost powerless to stop anybody who is wealthy and has good lawyers. Trump is not President, but he is still wealthy, and lower courts can't force Trump to pay his taxes. Many years from now, Trump's lawyers will be appealing his tax cheating to the Supreme Court. Back in Nixon's tax cheating days the Congressional Republicans did NOT allow scofflaw Nixon to cheat because his cheating would cause other tax payers to cheat.
Billionaires imitated Trump's tax cheating by not paying their taxes (approximately $4 trillion over Trump's 4 years) while Republicans did nothing about this rampant tax cheating. Republicans are still supporting tax cheating while Biden is president. The cheating can only be stopped if Congressional Republicans help Biden. It is too late for Republicans to stop Trump's cheating. Now it is up to the Federal Courts, but Trump set a bad example which will make it much more difficult for the IRS to collect taxes from other billionaires, at least until Trump is finally punished for his cheating by the Federal courts many years from now.
At this point 1kiki will once again write "innocent until proven guilty", which proves 1kiki did not understand the $4 trillion consequences of President Trump cheating on his taxes and going unpunished by Congressional Republicans. 6ix will write "Trump will be fine" when he should write Trump should be fined for tax cheating.
