Collusion is illegal in the United States, Canada and most of the EU due to antitrust laws, but implicit collusion in the form of price leadership and tacit understandings still takes place. Mueller wasn't investigating antitrust violations by Russia, but you won't know that from the news reporters or from politicians and their diarrhea of the mouth.

Even the NYTimes had to admit it.
