The 450,000 number counts how many people are detained before their trials each year in America. However, Lieu uses it incorrectly here: included in that number are not only unconvicted inmates who are too poor to pay bail, but also unconvicted inmates who are being detained preventively and held without any bail.

and doing a back-of-the-envelope calculation, I got a total capacity of just over 22,000 in private correctional facilities.
And it looks like they weren't included, making the 80% 'unconvicted' figure completely meaningless.
It's always frustrating when a reporter can't seem to get a meaningful piece of information out. This article is like me saying "I ran for 20." 20 ... what? Leagues? Angstroms? Milliseconds? When they start out addressing "the state’s correctional facilities" it sure sounds like they mean all of them. But then they say it only addresses "state-operated prisons and county-operated jails". And that sure leaves a lot of inmates out of the picture who were convicted!
