Why shouldn't there be a 'bright line' at cuffing suspects, where further retraining measures like prone positioning etc are no longer allowed?

But there's a way to cuff little people so that doesn't happen, which is to pass the chain around a cuff to shorten it up (... as my retired cop friend tells me).
My first thought was "that is and Engineer question" - meaning "engineer accidentally encountered the real World, and is perplexed" type of utterance.
Then I chuckled, and then ignored it.
I could not fathom how to respond to an adequate degree without also leaving room for insult to be interpreted, so I left it alone and moved on.
I once saw a man who needed to be removed from an establishment, and he was about 150 pounds. 5 Bouncers had their hands full wrestling him out the door. Every bouncer outweighed the miscreant, and at least one bouncer was double his weight. One bouncer had each limb, he was face down, and the 5th bouncer kept kicking him in the crotch, every single step, and nothing had any effect on this guy - they tussled all the way to the parking lot, where they waited for police to arrive.
With Affirmative Action, all police practices must be able to be executed equally well and effectively by both men and women officers, no matter how petite they are.
What would you find the perfect solution for this case: already cuffed, inside cop car, breaks out windows of car and escapes, and unresponsive to tasering? I mean without injuries to the cops. (IIRC, about a half dozen cops present at the Jail's Sally Port). You are delusional to think this guy was no physical threat to anybody, whether old like you or not, whether male or female.
