1) Use the defense production act to ramp up masks and other ppe, ventilators, and especially testing, to adequate levels.
Now, in hindsight, ventilators weren't the dividing line between life and death for many patients. So that would have been a wasted effort. But AT THE TIME, it seemed important, and you can only go with the best information you have AT THE TIME.
AT THE TIME the testing failures were excruciatingly frustrating especially because there was a recognized international laboratory test available, as was the lack of ppe.
I would definitely have addressed all those ASAP, including using the defense production act to address supply-chain problems.
2) On a related note, I would have rolled out the SARS-CoV-2 surveillance system (that was supposed to come online, but never did, because of lack of testing).
Now there are all sort of technical and structural reasons why this would have been difficult, besides the CDC choking on test kits and supply chain issues - and that has to do with the US system being a hodgepodge of incompatible, competing, small-scale, siloed centers worried about profitability. But that's what the defense production act is for.
3) I would have shut down the borders more completely ASAP. Again, this is trying to place myself back when rather than use hindsight, but at the time I thought it was a good idea, underused.
4) I would have recommend a cordon sanitaire to highly affected areas and made available federal resources to any area trying to impose one.
Anyway, I need to get on with my day before it gets too horribly hot, and there are other things I recall being really frustrating at the time, but this is what I have for now.

Jacks taken a page out of sig and kiki's playbook. Jack suggests that because people die everyday for all sorts of reasons, people dying due to Trumps failures is meaningless. Not so moron.
Fallacy of Relative Privation
The fallacy of relative privation, or appeal to worse problems, is an informal fallacy which attempts to suggest that the opponent's argument should be ignored because there are more important problems in the world, despite the fact that these issues are often completely unrelated to the subject under discussion. A well-known example of this fallacy is the response "but there are children starving in Africa," with the implication that any issue less serious than that is not worthy of discussion.
It goes on but you get the point. Jacks an ass. He has no good argument so he resorts to a fallacy of relative privation. How many people die in this country every day. That's two separate issues dummy.

Speaker after speaker at the Republican National Convention referred to Covid-19, if at all, in the past tense. Their not-so-subtle message was that the pandemic is over, but it keeps killing as many people per day as Katrina. It is a Katrina level catastrophe every day, month after month.
If I had to pick a single day when America lost the fight against the coronavirus, it would be April 17. That was the day when Trump proclaimed his support for mobs — some of whose members were carrying guns — that were threatening Democratic state governments and demanding an end to social distancing. “LIBERATE MINNESOTA,” he tweeted, followed by “LIBERATE MICHIGAN” and “LIBERATE VIRGINIA, and save your great 2nd amendment.” (That last bit reads an awful lot like an incitement to armed insurrection.)
In so doing, Trump, in his eagerness to see good economic numbers, chose to disregard warnings from health experts that returning to business as usual would lead to a new surge in infections. And while the Democratic governors he targeted mostly ignored his taunts, many Republican governors, especially in the Sunbelt, rushed to remove restrictions on restaurants, bars, even gyms.
The result was a vast national catastrophe as big as Katrina, but repeated day after day after day.
