There's a Portland run-off mayoral election coming up in November.
According to the article:
Earlier in the year, there was a mayoral election with 19 candidates on the ballot, and Wheeler at 49.4% of the vote just failed to receive the majority needed to avoid the run-off. Problems of homelessness still plague the city, as does the use of police force against the mentally ill.
If Wheeler prevails, he'll set a record as no mayor has ever received 2 terms.
His opponent Iannarone isn't a candidate from the 'law and order' side however, they're both democrats and she has her own platform that highlights a different set of reforms, but reforms nonetheless.
The article indicated that Wheeler was the recipient of money from many 'big money' donors, whoever that is in Portland. It COULD be local business or it could be outside money.
But many things including CHAZ and the ongoing confrontation have happened since the original article was written.
My opinion is that this could go one of several ways, with to me one large unknown is who does the big money represent. Here are 2 different scenarios: 1) People are unhappy enough with Wheeler because of the violence and CHAZ that they boot him out just to make a statement, and big money (if local business) is unhappy enough that they don't bail him out. 2) People are SO pissed off at Trump's actions that despite CHAZ and the violence they retain Wheeler anyway just to spite Trump, and big money sits this out.

The video does not show the men identifying what law enforcement group they’re with. What it does show is one individual threatening to shoot other protesters if they follow the minivans.
“If you follow us, you will get shot. Do you understand me?” said one officer, as protesters ask why the woman is being arrested.
