We’ve known for months what it takes to bring Covid-19 under control. Most advanced countries have done it. A few countries, like New Zealand and South Korea, have largely or completely defeated the coronavirus. But the United States is exceptional, in a very bad way.

To be accurate, the article doesn't mention SARS-CoV-2 at all, or draw any parallels.
And it's not true that we 'know' how to deal with it except by throwing everything including the kitchen sink at it. What truly works, versus what's excessive, or mere voodoo, is still open for debate.
There's one model that indicates superspreaders and superspreading events are responsible for virtually all outbreaks, and that most cases of COVID-19 will transmit to none, one, or maybe 2 people, before hitting a natural stop, and dying out.
That explosive superspreading describes Wuhan, Italy, and NYC very well, and those superspreading events do seem to require extreme measure to stop.
It doesn't at all match the inexorable rise of cases seen elsewhere, like in California, where, one presumes, enough measures have been enforced well-enough to halt the transmission chain over time. One presumes no superspreading events are taking place. And according to that model, it should either explode, or die out - there's no room for persistently increasing, in-between community-based spread with transmission barriers in place.
California might be a good natural test-case for mask-wearing as a public health strategy. There was enough variation between counties - with at least one county (Orange County, SoCal) where the health officer quit due to death threats over mask-wearing requirements - that (I believe) Governor Newsom decided to put some uniformity and backbone into the requirement and made it statewide. (It had previously been a recommendation, with some counties making it a requirement, and others not.) So hopefully we'll have some good information on whether or not that particular tactic works in this non-superspreading condition as California continues to open back up.
SK followed the tactics of border closure, mask-wearing, widespread testing, contact tracing, and MANDATORY 14-day quarantine for those testing positive as well as for their contacts. But the contact tracing isn't going well in the US, and I believe the virus is too widespread for that approach to work on the virus. (Contact tracing is a tried-and-true approach for STDs, for example, but I think it's only relevant when the number of contacts is low, and/ or the number of cases is low.)
Herd immunity doesn't seem to be working in Sweden, where, despite very high numbers of fatalities compared to other countries, population exposure/ potential immunity stands at only about 14%.
'Protecting vulnerable populations' is some vague aspirational goal, which I think has not much relevance to the US where 45% of people are hypertensive, and, therefore, vulnerable.
So ... no, except for the most draconian measures blanket-imposed, no one really knows what it takes, exactly, to stop SARS-CoV-2.
But if you have different information, I would welcome you bringing it forward.

What is Trump "doing"? Nothing but running his mouth. He does not get credit for "doing" unless it only gets done because he ordered it and he stands behind his orders, enforcing them. Trump blathering is not the same as "doing".

The state's Prime Minister Armin Laschet announced that the entire district of Guetersloh -- home to more than 360,000 people -- would be locked down for the next seven days.
Laschet said the new lockdown would mirror the measures imposed on a national level earlier in the Covid-19 pandemic.
"You must stay in quarantine," Laschet said during a news conference on Tuesday, adding that police will enforce the lockdown if necessary.
