Huge difference here.
The El Paso terrorist murdered all those people for political reasons, which he wrote in his manifesto.
The Dayton shooter doesn't appear to have had any political motivation for what he did. It's terrible, but it's not terrorism without a political or ideological motive. He killed his sister and as many others as he could before the cops got to him. People who knew him said he was disturbed and obsessed with violence and guns.
We do know that he followed the El Paso shooting on social media. It was perhaps a copycat shooting.

In one of Betts’ tweets before he extinguished the lives of nine fellow Americans, he responded to a person asking if van Spronsen (antifa militant) had been a “villain or martyr?”
Betts flatly replied: “martyr.”

When another Twitter user posted a picture of Ms. Warren and 2020 Democratic presidential rival Kamala Harris and asked “co-Presidents?” Betts poured scorn.
“Nahh, but only cuz Harris is a cop - Warren I’d happily vote for,” he replied.

I’ll believe it when I see it. And even then I won’t believe it. And even if it is real it’s going to come with a heavy price, like send the DACA kids back where they came from.
