I mean, it could have been, but I don't think the rabid leftists were full fledged SJW against GWB like they dog Trump every day of the week in 2019. There were plenty of legitimate gripes to have about GWB without needing to cry like an idiot baby about 1st world problems incubated on college campuses.
Without knowing anything about the song or about Lily Allen herself besides that song, I just always assumed she wrote it as a literal F You to anybody who did anything she sang about in the song.

I'd bought her 2nd album, I think it was, but hadn't heard the FYVM song until I saw it posted here. So I looked it up, and sure enough, it's an anti-W song.
Was her beef about the war in Iraq ? Nope. Apparently she thinks GWB is more anti-Gay than Putin. I'm like , what the hell did Bush do that pissed her off so much concerning gays ? Putin, I'd get. But W ?
This is where I totally break w/ actors and entertainers, when they go all autistic screeching over the most imperceptible things, or worse, things they totally made up in their head. The hyper over reaction stuff really annoys me. There are actual things to be angry about, but because W was a Republican and President, doesn't rise to the level of outrage that's anywhere near appropriate.

I never heard of her or anything else she's ever done. I don't know how I even heard of that song, but it was catchy as hell and made me laugh.
I don't think she really wrote it about Bush. Supposedly she said during two performances in the late 2000's that she did, but that might have just been popular culture at the time.

Well, he did get re-elected, and that amendment never got close to passing. Which is funny, because at that time Obama and Hillary were firmly AGAINST gay marriage, while Dick Cheney, W's own VP ? ) , was actually for it. Fast forward to right after Obama's re-election, and who was it that told the world the Obama admin was for gay marriage ? It was HIS VP, Joe Biden.
And the world ( and Lily Allen ) sees W as the bad guy here, while Obama and company are freaking saints. And they had nothing to do with gay marriage becoming legal, but hell yeah, they reap all the benefits from the gay mafia.

I had to think for a minute why Lily Allen would have claimed that she wrote that song about Bush. 2004 was a long time ago.
I don't recall actually ever hearing Obama's opinion on it before he was president. There's plenty of videos of Hillary saying she was against it.
Still though, GWB was extremely unpopular before the 2004 vote. He got re-elected on two things; promising to ban gay marriage and a complete overhaul of Social Security. Neither of which he even so much as talked about after he was re-elected.
But I don't think that Allen wrote that song about Bush in the first place. I think she was just saying that because it was almost as popular to bash on GWB in the late 2000's as it is to bash on Trump today.
Unlike Trump, Bush was a terrible president though.
