Texas doesn't require a permit, license, registration, or private sale background check for guns. It allows assault weapons, magazines, and unlimited magazine capacity. It has no restriction for either concealed or open long-gun carry. It's a stand your ground/ castle doctrine state.
Except for the person who fired the first shot, everyone else could have arguably been acting in self defense. And the person who fired the first shot could have been acting in a 'stand your ground' defense, because one person had their foot run over with a motorcycle.
There may have been no murder convictions because everyone was, arguably, within their legal rights.
