Hey isnt it about time for a new weekly poll. Maybe we could start a thread with ideas for polls, unless everyone is sick of them after that election, anyways just a suggestion.

To clarify, if Book really was a judge or some alliance related official, he might have ordered a lot of deaths, but not neccessarily carried them out himself.
So speculatively speaking I would say Book.
However, based on what is known,
