Black sites are a thing, and this was a black site. No, governments don't admit it when someone breaks into a black site and frees their psychic kid sister or starts shooting a gun. It looks weak and causes the public to start asking why that facility was there.

Joss Whedon is executive producer of both Serenity and Buffy comics. I don’t get the feeling from this bedtime story told by River to a baby that Joss has given enough thought to what happens in the next issues of Serenity as Joss has given thought to Buffy. Joss should have thrown out some hints or clues. Instead, we get a rehash of the movie, unless Wash returning from death in future issues as the windblown ghost only River can psychically sense is the hint.
