correlation may not mean causality, true, but just because wearing a hat doesn't make one "bad", perhaps what is being implied is that being "bad" makes one wear hats... or something like that. (so if you wear hats your not necisarily bad, but if your bad go get yourself a hat?)

Actually I think the use of hats on bad guys in the series was a response to their use in westerns. I think on one of the commentary tracks Joss noted that Good Guys in westerns always wore white hats, so its kind of a spoof.

For point of reference, the Alliance does not represent a socialist system of government. The most accurate representation would be fascist, seeing as how a socialist system would at least pretend/attempt to distribute resources equally.
Ironically, provided that the Unity War is a parallel of the American Civil War, then the Alliance is similar to the current Federal Republic (certainly not socialist by any stretch of the imagination).

I suppose that my answer to this image would be along the lines of whether we are equating good or bad with social and/or political significance. Define good and bad. If someone does something good for a bad reason, does that make them bad and vice versa.
In retrospect, not all bad men wear hats, so a lack of hat cannot equal good. Not all men wearing hats turn out to be bad, so a hat cannot equal bad.
As for the correlation/causality thing, that's something that's covered in basic psychology, so I think that it's more likely that the basic source of that is some dry dusty textbook somewhere.
and I now return you to your regularly scheduled episode of "I'm shutting the hell up!"
