Correct me if I'm wrong, but I'm under the distinct impression that since D.C. isn't a state and doesn't have any Constitutional protections that a state has, that Trump can probably do just about whatever the hell he wants. I could be wrong, but it wouldn't surprise me if he could bring back the Death Penalty in D.C. with a simple Executive Order.
I'm sure there will be Liberal Activist judges who put a temporary halt to it, but it will end up being green lit on appeal some time during Trump's Presidency, either at a higher court or eventually in the Supreme Court. And believe me, none of those convicted murderers will be out of prison by the time that happens.
