What I think about this is complicated. I used to work on a Federal health science grant years ago, doing what I thought was potentially significant work, attempting to understand why victims of trauma could come thru stabilization and surgery and appear to be doing well, only to succumb three weeks later.

But so many grants go to university PhD- factories, where great deal of effort goes into trying to find some tiny niche of research that nobody has written a paper on before, just to do a piece of research that nobody will ever notice and grab that PhD.

I think we overproduce PhDs. And I think that grants should be reserved for meaningful research.

Just as an aside... I have a BS in Chemistry with a minor in Physics. But I supervised people with BS, MS, and PhD degrees, and over the years supervised about 40 different degreed chemists.

People were hired thru a process that began with a written chemistry test followed by competitive interviews. In our lab, it didn't matter how advanced your degree was, we were all hired thru the same process and started at the same level of work.

In my group, everyone got a chance at a project as well as routine work, and if they were adept at problem solving they were assigned more projects. Most people had one area that they were particularly good at: some excelled at instrument repair, some at programming, some at wet chemistry, some at method development, some at field emergency response etc.

And, again, FWIW, I had extensive cross-training going on. Our group was a kind of "Jack of all trades" group, we never knew what kinds of samples would arrive or what we needed to do with them and at what level of emergency, so for scheduling purposes I needed three people capable of running each analysis on any particular instrument- one at the expert level, one at the intermediate level, and one at the routine level. Cross training also promoted better group dynamics- they functioned as a team and it made the group stronger.

Promotion was by competitive interview panel. Since promotion depended on, among other things, technical problem solving skills, the more projects you completed the better your chance of promotion.

So, having worked for decades with people with all degrees at all levels of work, it seems to me that people with BS degrees were just as capable of problem- solving as people with PhDs. PhD degrees didn't seem to improve problem-solving capacity. The people who seemed mentally less flexible were often those with MS degrees. IDK what it is about that intermediate degree but it often seems to attract, or maybe create, people who just want to be told what to do.

Point being PhD is not a guarantee of inventiveness or problem solving. It's unfortunate that so many companies and institutions require it.

So, back to the function of science grants ... Universities depend on them, and student tuition, for funding.

Whatever grant the researcher get, the University takes roughly 30% off the top for "administration". The researcher might be doing groundbreaking research, but the graduate students ... who are basically cheap labor, since they have to pay tuition to stay in research ... have to find some area in their advisor's field where they can carve out a paper for publication.

Researchers are like legislators: They're judged on the quantity of output, not on the quality or impact. It's called 'publish or perish'. Most publications will have no impact on the furtherence of the state of knowledge, almost NONE will be repeated and it's quite possible that many aren't repeatable.

There's got to be a better way to fund research, and a better way to get better research.
