Balloons near aircraft carriers had radar-jamming capability
Alleged Chinese spy balloons were spotted on several occasions during President Donald Trump’s administration, including three instances where they traveled near sensitive US military facilities and training areas, according to people familiar with the matter.
The balloons were spotted near Texas, Florida and Hawaii, as well as the Pacific Ocean island of Guam.

And all of this still leaves open the possibility that other adversary aircraft have flown over the U.S. during the Trump years, aside from balloons. We still don’t know why swarms of drones were flying over Colorado and Nebraska in December 2019 and January 2020. If you’ll recall, President Trump was president at that time and we never got an answer to who was behind that.

I don't however see any reliable source that says Chinese Spy Balloons Hovered Over Military Bases During Trumps Presidency from any reliable source, plenty of hysterical gossip from news rags and military industrial adverts from the Dept but nothing of reliable quality yet
We still do not know if its China trolling, its an actual spy balloon or checking clouds sun CO2 weather levels or if is a way to test and probe defenses.
For example if you put a balloon over a nation at 95,000 feet but the aircraft or missile to shoot it down maxes out at 70,000 feet then you have exposed your own weakness, or maybe as the Chinese claim it is just there to map air or global warming or something. Too bad they couldn't force it down without blowing it into little bits.
Shooting it down is expensive, there was political pressure and news pressure for Biden to do something, I wonder if people would have acted with more calm and logic without this pressure, if China did have interesting tech or ability to move the craft on board then why not take it all in one piece.
