Russian air defense are constantly being tested by Ukrainian missiles, jets, and drones. They have a lot more than the S-400, including the Pantsir.
Lack of success is why Kiev resorted to sabotaging the Kerch Strait bridge with a truck bomb.
If Ukraine could, I'm sure it would strike Russian troop and weapons concentrations, but they can't. Despite your wishful thinking.
