I often shop at The Sportsman's Guide for paintball supplies, since they have a lot of government surplus items really cheap. Take a look at the western dusters. Not exactly suede, but it might be dyed darker I would think, and some leather cuffs added.

And if you page down, they also have frontier-style high-waistline suspender pants that look an awful lot like Mal's.
