Obviously, no sensible person would advocate rejecting the use of brains and intellect, especially not in the tortuous problems affecting vital national security issues. The key question is how best to apply brains and intellect. Too often, other factors have taken precedence: domestic political pressures, appointment of civilian officials to key positions whose success in winning elections was not matched by the ability to govern, ideological convictions, flawed assumptions, narrow bureaucratic or parochial interests, disregard of budget realities, the use of money as an alternative or palliative, normal human frailty, and intellectual laziness. All these have negated or overridden the need for a rigorous, relevant, and above all objective intellectual framework. Such a framework would be a “brains-based approach,” working from a mind-set appropriate for the twenty-first century.
For example, despite the experience of the senior members of George W. Bush’s cabinet, no one seriously asked or answered the “What next?” question about Iraq during the buildup to that war in 2002 and 2003. No one considered what needed to be done once Saddam had been dethroned.
The Obama administration was made to look impotent by drawing “red lines” against Bashar al-Assad’s conduct in Syria and demanding his ouster without the means or a plan to make good on that threat. Regardless of the arguments for or against a strategic pivot to Asia, the manner in which the strategy was announced scared allies and friends and provoked China. In any case, the situation in the Greater Middle East soon deteriorated, and the pivot was eclipsed by the need to “rebalance” forces to that theater.
