Robert Mueller’s Special Counsel team investigating Russian election meddling in 2016 pulled punches during its investigation in the face of repeated threats from the president. The failure to use the full extent of the prosecutors’ authority to get to the bottom of Trump’s Russia links ultimately let Trump off the hook and kept the American people in the dark.
Trump's threats to shut down the Special Counsel were effective: they deeply impacted how the investigation was run, so much so that the Mueller team went to great lengths to avoid angering the president and his backers in the right wing media. The Mueller team, for instance, declined to subpoena Trump’s financial records and corral key documents from the Trump Organization. In each case, the decisions were made out of fear that Trump would pull the plug in response. So the investigators declined to compel Donald Trump Jr.’s testimony and did not interview Ivanka Trump, despite both Trump children interacting with Russian-linked figures while playing key roles on the campaign trail.
(Why worry about being fired by Trump? Mueller didn't need the job. When Nixon fired his Special Prosecutor, Archibald Cox, that was the end of Nixon, not Cox.
