It doesn't mean that Joss isn't creative if he has themes in his work. He's done three series now, so we should start to notice some. For example, shouldn't come as a suprise that he has some evil organization at work in Firefly. He has the mayor in Buffy, who is an evil government official, the initiative in Buffy which is an very ethically questionable government operation and he has Wolfram and Hart in Angel, which is an evil law firm.
Another theme is family, our heroes in all three series create their own family and spend a lot of time with that family, rather than the one into which they were born. The only biological family member we've gotten to know in any of Joss's series is Joyce in Buffy. The rest of the characters' families barely show up, if at all. We Xander's family briefly in Buffy and Fred's family briefly in Angel, Angel's family briefly in Angel and we see Simon's parent's briefly in Firefly and only Fred seems to get along with her parents.
