Given the current German population of 82M, and estimating that 2M immigrants will end up there, the final total population will be 84M. Of that population, the newly-arrived immigrants will be 2.4%.
ASSUMING that they're going to be law abiding and not terrorists or just plain hooligans, that extra population with its needs would bump up the German government's budget. Depending on the economy and the budget, it may or may not be a noticeable increase. But CULTURALLY, overall the German people should be able to absorb that minuscule fraction.
OTOH if you put large numbers in small towns of course the nature of that town will change and Germans will complain - rightfully - very loudly.
IF they are NOT law abiding, then of course they become a security risk and invite backlash. Any acts of terrorism, violence, intimidation - or even petty pilfering and vandalism - will create a strong sense of retaliation among the Germans.

Now I know where Merkel's response to the immigrants is coming from - which is the US. It was puzzling why she would commit political suicide. But it's evidently not voluntary.
I'm provisionally concluding that the US needs to keep Turkey on its 'side' at least nominally. That's why its been so silent about Turkey bombing the Kurds (and only the Kurds) in its 'stand against' ISIS.
