For most of America’s existence, it was a net exporter and net creditor to the rest of the world, not a net importer and net debtor like it is today.
Vietnam was forced by Trump's Tariff to buy F-16s in order to reduce it's trade surplus and hopefully to reduce it's US import tariff.

As the US has no excess capacity to produce F-16s till after 2030s, and on top of that US defense industry is crippled by China's ban of rare earths and specialty materials - the F-16s would most likely be delivered after 2040s - when they will be totally obsolete!
The Trump Tariff is meant to force smaller countries to buy unsafe Boeing planes and obsolete fighter jets like the F-16s.
