Jack, if you watch the video past the beginning - the speaker puts up redacted examples of duplicate envelopes. With those examples, there's a category of duplicates of exactly identical image files, clearly where computer files were copied. There are ones where one image shows an envelope with a handwritten date and no signature, and the other has the exact same handwritten date, plus a signature and a validation stamp - and to reiterate the hand-written date on both envelopes is EXACTLY identical. So it looks like someone scanned the 'before' minus-signature-and-validation-stamp envelope, then took another scan of the same 'after' plus-signature-and-validation-stamp envelope. And so on. Out of the roughly 6 examples he showed, all but one were CLEARLY the same envelope with either duplicated identical image files, or with envelope scans that look to have been made at different stages of processing. Only one was clearly different between the 2 images because the hand-written date was very different between the 2.
The majority examples are EASILY explained by poor version-control. It's common for people to make copies of original files and work on those, in case of an OOPS. That way original data isn't accidentally and irretrievably scrambled. Confusion arises when original/ before versions aren't clearly demarcated from their copies, or from modified/ after versions.
With ballots, Cyber Ninja had detected that there were clearly duplicate ID numbers on different ballots, and clearly duplicate SN on different ballots. So it looks like the ballot printing wasn't as pristinely unique as it was supposed to have been. That could be a printing problem. My guess is that the envelope printing also had some low level of error associated with it, creating that one example envelope (as a representative of a category) where there were clearly 2 different envelopes with different hand-written dates.
In any case, despite the problem with the envelopes - and it needs to be addressed no matter what - the recount of the ballots themselves identified and removed duplicates as per the Cyber Ninja report.

For example, have you noticed that every time someone posts an opinion Jack disagrees with, no matter how much evidence is provided, how much logic is used, how neutrally it's stated, he trolls the person rather than debate the subject? It happens every time.
