Most likely because the site has had a history of being hacked and during one of those incidents, the site was reported to I-BlockList ( http://iblocklist.com/lists.php), which the PeerBlock software uses.

Not knowing which lists FFF.NET is on makes it difficult to remove the block.

Just right click on the blocked ip address and select allow. It's a Time Warner address.

This should let you onto this site.
