No, they are not the same. At least if I am correct about the first season blonde you are referring to.
Season 1 Episode 1 - blonde woman, Tina from coffee shop is played by Tracy Middendorf.
Season 5 Episode 3 - blonde woman, Nina the werewolf is played by Jenny Mollen.
