In Serenity the pilot episode when Jayne tells Dobbs that he was disappointed about not getting to inflict pain on Lawrence, and says "He was going to get an ear too." Would you count this as a foreshadowing of what happens to Mal in "War Stories?"

I agree... no.
Just means someone liked the concept of cutting off ears and suggested it with every mention of torture... or not.
