CIB = combat infantry badge
EIB = expert infantry badge

You can tell he was 11B (=infantry) by the blue backing to the insignia on his lapel.

EIB is for infantrymen who demonstrate a superior level of understanding of the tasks of infantry soldiering. CIB is for infantrymen who've been involved in direct combat with the enemy.

BTW, I was Navy myself if you recall, but my best friend from high school was 11B and I did lots of work in joint environments while I was in the Navy.

That is an EIB and the photo was taken before I went to Serve in Germany in the 1980s. Shortly after I arrived in Germany I was sent to French Commando School and fell 50' off either a castle wall or a cliff.
