I don't think the Constitution would bar someone who was mute or otherwise disabled, no. I think they'd have a hell of a time running and winning, but they wouldn't be barred. Someone who doesn't speak English? Well, I suppose it would be possible to be born here, spend at least fifteen years residing in the country, and reach the required age without speaking any English... I don't think it's likely, and again I don't think such a person would have an easy time of it when it came to being elected to office. The majority of this country still speaks English, after all.

Anyway, sure you can live here that long and no speak English. Not just chinatown and little italy, but we have whole territories in America that don't speak English. Yes, nothing anywhere is remotely barring someone from PR running for president, or for that matter, Sai Pan.
