In the above sentence, quotation marks are used to signify a paraphrase (perhaps even quote) of a portion of a previous post. If the quotation marks had been used to dilineate speech the would have been, "This is speech," and the sentence continued. What is the proper use of commas, if any, for the sentence in question?

I believe, sadly, the answer is "it depends". I'm fairly sure the answer is different between UK and American English, and I have absolutely no idea where Australia or Canada stand on the issue. Furthermore I'm not sure which is which.
Personally, I go with the answer that makes sense in my own head, fully aware that it may be technically wrong by the grammatical rules of the region I'm writing in, but secure in the knowledge that pretty much nobody reading it is going to know what those rules actually are. And besides it's probably correct somewhere!
(What I actually do is put punctuation inside the quotes if it's effectively part of what the person said, and outside if it's part of the structure to make it fit in the larger sentence. That sometimes leads to odd results like "That's ridiculous!", he exclaimed, or "Are you sure?", she asked. But it works for me. YMM(and probably will)V.)
Somewhere on this site is a grammar thread where there are actual experts - I remember having a discussion of "affect" versus "effect" there, or something. You might want to hunt that down and ask there - there were people who actually knew what they were talking about there
