Rise of Nations. It's like a cross between Civilisation and AoE, real-time but you can pause it and issue orders, so it's like turn based. It's also got the epicy-ness of Civilisation.

Not a guess but I stumbled on this word and definition while researching my guess here http://phrontistery.info/b.html "beerocracy government by brewers or brewing interests" I do wonder when that's ever happened so that somebody actually coined the word.
