Nope, the host of the kiddie show. He was a touch overspackled the first season he took on the duty. Maybe they've toned it down, but there was a striking resemblance to Inara around the eyes when I look back on it.

I have a question. On the top security label some say Unrated, but there doesn't appear to be any difference. Is there any difference between that one and the regularly labeled one?

I saw a quote (overhead in blue) at one point talking about Firefly as an impending series and making reference to a ship crewed entirely by pigs. The Swinetrek was the only one I could think of.
I can just see the Swedish Chef chasing a chicken across the bridge of Serenity...

No, there is no difference between regular and "unrated". Some bozo put the stickers on there because the bonus features are not rated.
