That's because someone else (Lawrence Kasdan) did the writing for Empire and Jedi. Lucas gets no credit for the good dialogue.
The basic idea for the new movies was good. If he'd let someone else write and direct them, we might've ended up with some decent movies. Unfortunately, Lucas had to do everything himself and we are left with the dren that are the prequels.
I also fall into the category of "better than I and II, but that's not saying much."

My reaction is that SITH was better than I thought it could be. After #II, I thought it would be impossible to explain the transition of Anakin from sniviling teenager to Darth Vader in 150 minutes, but GL and company did a fairly credible job. In particular, by now Hayden C. and Natalie P. are far more credible as a passionate couple, and Palpatine/the Emperor is clearly the main evil actor. The unifying theme is the hero overwhealmed by more powerful forces, and the story truly makes tragic heroes out of all the major players.
That said, I still think it would have better served the franchise to explore the aftermath rather than the backstory.
